Chevron is cutting back on capital spending next year as it slows investment in the Permian Basin and in some projects overseas. It’s another sign that the big oil companies are unlikely to “Drill, baby, drill” even if incoming President Donald Trump wants them to.

Instead , the oil companies have prioritized cash flow over production growth.

Most analysts expect oil prices to be flat at best next year, so companies have reason to be cautious about expanding drilling. During past oil price downturns, some companies suffered because they had invested in projects that were no longer profitable at low prices.

On Thursday, Chevron released its capital plan for 2025, projecting that it will spend $14.5 billion to $15.5 billion, and another $1.7 billion to $2 billion on its affiliates…. All told, the projected budget is about $2 billion less than Chevron expected in 2024.

Other producers have announced similar plans. Denver based producer Ovinitiv is also looking to have “maintenance level” budget in 2025…. The company has a “cautious view on commodity prices going into 2025”.
