Preemptive pardons are an actual thing - remember, you only know a crime has been committed once someone has been convicted (ahem, Trump) - and circumvent the entire process. So, yeah, presidential pardons can be issued without evidence of a crime.

I am disappointed that Joe went back on his word and pardoned Hunter but I understand why he did it. Drumpf has made it clear that he intends to weaponize the DOJ to go after anyone and everyone he views as an enemy, even if it’s someone who never worked for the government, unlike his grifter children.

Congress had four years to find evidence of criminal activity that tied Hunter to Joe and came up with zippo, zero, zilch. So to appease his fellow haters, like dth and mooch, drumpf would have gone after Hunter just to hurt Joe because he is a small minded, vindictive narcissist.
