Most of those "toy" guns and replica or BB guns that look like real guns. It's not like they pointed an orange water pistol at a cop and got shot. Also, a grand total of 9 unarmed black people were killed by cops last year.

I would be inclined to take that bet. However there are two things that give me pause. "Significant" is very subjective and it would need to be a congressional oversight report. None of this Chuckie Schumer saying "we have definitive evidence"....and then no evidence is put forth. Does that sound reasonable?
