The first attempts started at the end of 2015. The actual breach as well as the extend of it was not really known till it was discovered in mid 2016. The investigation was launched at this time. The Kislyak involvement was not known thats why Obama kicked the one he knew that were involved. Thats why Flynn was unmasked and latter found to be a spy.
