I don't know if investing in Central/South America would have worked out well. Those countries are piss poor and most aren't educated. Also, if you recall all the turmoil and the corruption in government. It would take mucho dinero and business investment to do that. And, it would be a small portion of the population that could of benefited.
China was a good choice, from a business perspective, most of the population is educated, they have all the resources available as to raw materials, etc. , which means no tariffs on goods, minimal up front supply chain cost and low wages.
Did we empower them too much, yes, you can blame American business for that greed.
