From my experience, that is true. From what I have seen , most women do not squirt or have to put forth a lot of effort to squirt. It all comes down to physiology. There is no organ inside a woman's pelvic area that can hold a significant amount of fluid other than the bladder. The Skene's Glands and Bartholin's Glands can only produce a few ounces of fluid an hour (analogous to the prostate) and these are the structures most likely involved in female ejaculation.
