I do not know the percentage of indictments that they do. However, we do not know why the grand jury was convened. It could be convened as a means to subpoena for records, not to indict. As Bonnie has listed names, so far, it looks like it is being used as a means for documentation.

Congress has the right, the grand jury has the right. As you want to quote the fifth, the fifth gives the person the right to say "I plead the fifth" and not say anything. It does not give them the right to not show up.
