The recommendations came from an advisory committee of thr San Francisco city council.
I'm sure the committee had public input, but thus was not just a bunch of people testifying.
But it is really just another Republican attempt at being outraged.

It was a city council meeting. CITIZENS are allowed to come to them and talk. A few black citizens got together and made their pleas. They took their allotted time to speak and brought up the payment topic. Yeah that was it. It was just like the person going and complaining that the trees are too tall in their neighborhood. But, considering it was black people, considering it was reparations, the jerk off media who likes to feed their audience FUD, ran with it.
The Palm Beach incident? It was this black woman built bigger than Jessica Rabbit demanding that the county have a recognized Sugar Daddy day. Her speech was that Sugar Daddy's need to be recognized. She then turned, and the 80 year old white guy in the wheelchair, who we can presume was her sugar daddy smiled as she wheeled him out.
Oh wait . . . here was another. This was in Fort Lauderdale where a group of women demanded part of a grant so that they could open their BDSM club while they were in full latex and BDSM attire.
