Correct, the pardon does not stop civil suits, only criminal acts.
The tax fraud, which I think, and honestly, am not 100% sure, is criminal. It will stop the fed's from going after him for tax fraud. It will stop them from emolument issues.

If he loses the election, he will pardon his family. He should pardon Barr. He will pardon Stone. He will pardon a bunch of his cronies.
If he wins the election, he will pardon Stone, a bunch of cronies and then he will wait until Barr leaves and pardon him. He will then pardon his family before he leaves.
There will be a lot of outrage on both sides of the fence. 20% of America will be OK with him pardoning the people, the rest will not. Someone in congress will draft an amendment to the constitution regarding pardons. That is where it will get interesting and fly through.
