It works for me, giving me options on both sides of the border. Whatever. There is a workaround.
In Search, go to the bottom, where there is an option to search City Code. Type in "Vancouver" or whatever and that will bring you to a page that gives you the code(s). Hit the right code and you are now at least starting within Canada.
