Though I don't doubt that he might try to pull some shenanigans, in reality what can he do if he refuses to "step down". Being President "only" means two things. (1) Having authority, and (2) the physical presence in the White House. Having authority only has meaning if someone listens and reacts, which will require collusion from many other people. Physical presence is easily solved by the Secret Service bodily removing him from the WH. My greater fear is what lunacy will he pull before the inauguration, while he technically remains as President.
