I would like Biden to do the following:

Follow through with Puerto Rico becoming a state. The referendum, which was non-binding, passed. They could have another vote and it could be binding. Then now you have the 51st state.

Make DC a state. This is a little tricky but doable.

Make Guam a state.

Make the US Virgin Islands a state.
