Tell that to the set of official law enforcement handcuffs I have here at home! :-P
Cuffing Season
Cuffing is for people who can't handle swinging.
It is here for you... Cuff yourself to the one that you have eyes for!
:-D

That time of year again!
Welp, it is that time of year again. I am available to have fuzzy cuffs attached to me. ;-)
I suspect the name became a thing when the word became a thing. The phenomenon has been around a long time. I moved to my present home 20 years ago. In Northern Washington (48.5 degrees North) and in snow country. My community is also at the end of a dead end road in the winter. Lots of locals "partner up" for the winter, possibly because the nights are long and possibly because they're too busy in the summer. About the only people who seem to remark on it negatively are "cuffers" themselves IMO. It seems like seller's remorse. My son says people don't "break up" with their partner around here round here, they just "lose their turn."
Coupling up over the holidays? Been a thing for as long as I can remember, just never saw this term applied to it.

There is no way to know when it became a thing because it's not like people were doing studies on relationship dynamics in the 17th century. But the notion that people are lonelier when it's dark, dreary, and cold and, at least these days, tend to enter into short term and potentially more superficial relationships possibly in reaction, is not a novel one. Just the name for it is new.
S'plain this to me, and when did this become a thing?
