STATES mandate mask laws, not federal.
In CA, it is not a top down approach. It is actually a partnership with the state and the county. The county is in partnership with the city. The city has a VERY big say and can petition the county, which can then petition the state.
Here is an interesting example. Where I live, it is 20 miles east to west, 5 miles north to south. In there, the largest city is Santa Barbara and the city to the west is a city called Goleta. Both cities have outdoor skateboard parks that are owned by the city. The park is open in Santa Barbara and closed in Goleta. BOTH of these are OUTSIDE. Why is one open and the other not? Because in Santa Barbara, they petitioned to the County health department who then petitioned to the state. Goleta chose not to petition.
Santa Barbara petitioned for a waiver for single chair barbershops and got it. They also got a petition to put chairs outside for haircuts. Goleta chose not to.
So to expect to know what each city is doing at each moment . . . that's bullshit.
