I saw that it refers to vaping too, which makes sense. I asked the greeter Levi when I was there Wed and he said it means “dine and dash” or playing without paying. Maybe it’s a local word.
The only thing I found that fits - one slang term for “vape” which fits as a safety concern.
I’m reading the FAQ for party-at-scouts and #19 says:
